Here's a cost that catches almost every new Dubai property buyer: district cooling charges, also known as chiller fees. In some communities, this is your single largest monthly utility bill — more than DEWA electricity and water combined.
How District Cooling Works
Instead of each building having its own AC compressors, centralised cooling plants produce chilled water that's piped to buildings. It's more efficient at scale, but the billing structure can be expensive. The main providers are Empower (Dubai Marina, JLT, Business Bay, Discovery Gardens) and Dubai Cool (newer communities).
What It Costs
District cooling charges have two components: a capacity charge (fixed monthly based on your unit's tonnage) and a consumption charge (based on actual usage). The capacity charge alone can be AED 300-600/month for a typical apartment, regardless of whether you run the AC or not. Add consumption, and summer bills can hit AED 1,000-1,500/month for a 2-bed apartment.
Communities Without District Cooling
Arabian Ranches, The Springs, Meadows, some parts of JVC, and most villa communities use individual DEWA-metered AC. Your electricity bill is higher, but there's no separate chiller charge, and you only pay for what you use. Total cooling costs are often lower in these communities.
Impact on Investment Returns
For investors, district cooling charges are typically paid by the tenant. But high utility costs make your property less attractive to rent. A tenant comparing two similar 1-bed apartments — one with AED 400/month chiller fees and one without — will factor that AED 4,800/year difference into their rental budget. This effectively reduces what you can charge in rent.
What to Do
Before buying, ask for 12 months of actual chiller bills from the seller or their agent. The community management office can also provide average charges per unit type. Factor this into your total cost of ownership calculation. A property that looks cheap on purchase price but has AED 15,000/year in chiller fees might not be the bargain it appears.
