The Off-Plan Premium Ranges from 6.7% to 63.1% Across Active Dubai Areas
Nine DLD areas have at least 100 Q3 sales in both off-plan and ready stock. Their price premiums differ by almost tenfold.

There is no single Dubai off-plan premium. Among the nine DLD areas with at least 100 Q3 registrations in both off-plan and ready homes, the premium ranges from 6.7% in Al Hebiah Fifth to 63.1% in Jabal Ali First.
The median across those nine active two-sided markets is 32.2%, close to Business Bay's result and above the 27.8% citywide premium. The spread is the important finding: the area in which a buyer shops matters more than the citywide headline.
The top premium is nearly ten times the bottom
Jabal Ali First recorded a median AED 1,662 per square foot for off-plan sales and AED 1,019 for ready homes. That produces the 63.1% gap. In Al Hebiah Fifth, the medians were AED 1,666 and AED 1,562, leaving only 6.7% between them.
Business Bay sat near the middle: AED 2,320 off-plan versus AED 1,755 ready, a 32.2% premium. Al Merkadh and Wadi Al Safa 5 were also much closer than the top group, with premiums of 16.1% and 15.6%.

A premium is not the same as overpricing
Off-plan and ready medians rarely describe the same product. A new waterfront tower can be compared with older inland stock in the same DLD area. Payment terms, floor plans, amenities and completion date differ. The premium captures that whole bundle; it does not isolate the price of buying before completion.
That is also why the largest number is not automatically the worst deal. Jabal Ali First's 63.1% gap may reflect a different launch mix rather than an irrational price on every project. Conversely, a 6.7% area premium does not guarantee value if the individual project has weak specifications or delivery risk.
How to use the area comparison
- Start with the area premium. It tells you whether the local off-plan market needs a strong justification or is already priced close to ready stock.
- Match the property type and bedroom count. Do not compare a studio launch with a ready two-bedroom median.
- Match the micro-location. View, walkability and waterfront position can dominate the DLD-area average.
- Value the payment plan explicitly. A deferred cash flow has value, but it is not free. Compare its present value with the ready alternative.
- Stress-test the handover market. Today's launch will compete with other completed stock when the buyer needs rent or resale.
Citywide, the premium is compressing. Locally, buyers are operating in very different markets. That combination makes an area-specific comparable more valuable than ever.

The article includes only DLD areas with at least 100 off-plan and 100 ready Q3 sales. Premium equals off-plan median PSF divided by ready median PSF minus one. The quarter is incomplete and the analysis is cross-sectional, not a repeat-sales index.
