AED 1 Million Still Covers the Median Sale in 13 Active Dubai Districts
Thirteen districts recorded at least 500 residential sales in the last year with a median transaction below AED 1 million.

AED 1 million has not disappeared as a practical Dubai buying budget. Thirteen districts recorded at least 500 residential sales in the last 12 months while keeping their median transaction below that line.
The cheapest qualifying median was AED 440,000 in International City Phase 1. Dubai Investment Park First sat closest to the ceiling at AED 968,430. Together, the 13 districts accounted for 27,014 registered residential sales, so this is not a shortlist built from isolated transactions.
The affordable market has three clusters
Below AED 750,000: International City Phase 1, City of Arabia, Dubai Studio City, Down Town Jabal Ali and Majan. These districts span AED 440,000 to AED 735,000 and recorded 11,048 sales.
AED 750,000–900,000: Discovery Gardens, International City Phase 3, Dubai Sports City, Dubai Production City and Liwan. Their medians range from AED 751,092 to just under AED 900,000.
AED 900,000–1 million: Arjan, Dubai Silicon Oasis and Dubai Investment Park First. This tier offers a wider mix of established apartments and new supply, but less room for fees inside a hard AED 1 million all-in budget.

The same median price can buy very different risk
International City Phase 1 and Discovery Gardens are predominantly ready markets, with off-plan shares of 17% and 14%. City of Arabia and Dubai Investment Park First sit at 98% and 92% off-plan. A buyer with the same nominal budget is choosing between immediate usability and a much heavier delivery and future-supply exposure.
Price per square foot adds another distinction. International City Phase 1's median was AED 671 per square foot; City of Arabia's was AED 1,696. The latter's low ticket price therefore reflects a smaller or different unit mix, not simply a cheaper square foot.
A community median is not a shopping guarantee
The median combines studios, apartments, villas and different completion stages. It means half the qualifying transactions were below the displayed value and half above. It does not mean the median one-bedroom home is available at that price today.
Before turning the list into a shortlist:
- Filter by property type and bedroom count. A studio-heavy median can mislead a one-bedroom buyer.
- Separate ready and off-plan stock. Compare payment timing, handover risk and what is included.
- Check the building-level PSF. Condition, floor, view and service charges can overwhelm the community median.
- Keep cash aside for acquisition costs. The DLD transfer fee alone is 4%; agency, trustee, mortgage and valuation costs can add more.
- Verify recent same-building transactions. The 12-month district median is a discovery tool, not a valuation.
The useful conclusion is not that every home in these areas is affordable. It is that Dubai still has 13 liquid district markets where a sub-AED 1 million transaction is normal enough to sit at the median.

Districts must have at least 500 sales and a median registered price below AED 1 million. The median combines property types and off-plan/ready status; it is not an asking-price snapshot or a unit-level appraisal.
